losing data in model

hello,
we've got a team working with EA Corporate Edition. The model is stored in a db and the architects are connection over VSS to this model.

every person has it's own package defined and working on it. if somebody is doing a "get all latest" on the top tree, people working on a package are losing their current data.
They got the message that the model has changed and they are forced to accept the changes. The result is that they're losing the data until to the last checkin.

what's the matter? how can we prevent this bad mechanism? is there a way to disable the "get all latest" button?

Encountering similar problems to yours, but we are a small team working directly in EA (on .EAP files).  The locking doesn't seem to be consistent; I thought it should lock at 'package' level, but there have been many instances where changes are being overwritten where different users are working on seemingly unconnected packages in the system
