Sequence diagram and editing with notes/fragments

In a sequence or interaction diagram if you add any kind of note (eg Attach Note or Constraint). Moving the note around moves other notes that are below it as well as Fragments below it. This is very problematic as messages may move into or outside of a fragment they belong to. This happens whether "Reorder messages " is ticked or not in "Layout" .

To reproduce:
1]make a sequence diagram and add two messages
2]add two Fragments, one enclosing one message and the other enclosing the second message
3]attach a small note to each message (right click on message; Attach Note or Constraint); save it.
4]move the position of the top note up or down ..
5]the lower note AND the lower Fragment move as well, without respect for the messages in that fragment.
6]This is a big problem when diagram become complex
7] (This happens whether "Reorder messages " is ticked or not in "Layout" .)

Getting sequence messages in the order I want them is always tricky, if not a PITA. So I try to stick to KISS. Try using Alt-Move and there's this Cross/Frame icon right to the frame. I never remember when to use which. The best is to get the order right from the beginning. Failing that leads to curses without end...

Similar problems are solved in Enterprise Architect 15.

What you describe sounds like an issue in v15 when you move two messages too close together.

The result of that was that later all messages would be moved down by a corresponding amount. However, non-lifeline objects aren't moved down.

My advice if you see this behavior would be to undo the change and not save the diagram in the broken state.

Is there already solution to above issue? I am experiencing this in EA 15.

Here's hoping for a fix in EA 16.... this alone would be reason to upgrade
